Charag beig was governor of kashmir under Afghan rule ,very cruel .His first arrival in kashmir marked the cutting of nose of some common Kashmiri men. So his name became a household foreloke of tyranny in landlocked kashmir . So metaphorically said to ill wish someone a cataclysm and disgrace or destruction . Sometimes starically to one working exceptionally in any discipline of life or one who squirms anywhere and collects information and reproduces it for vested interest however he is shrewd.
